Is it possible to process crushed stone without mining operations? Yes, it is possible. In fact, whether it is a new construction, renovation, or expansion project, relevant permits must be obtained, and all operations must comply with applicable standards. If no stone mining is required, a mining permit is not necessary. Procedures are generally consistent across regions, though regulations may vary slightly in some areas; specific requirements should be determined based on local regulations.


Procedures for a Crushed Stone Processing Plant: Name approval from the Administration for Industry and Commerce; mining permit from the Bureau of Land and Resources; safety approval from the Safety Administration; environmental assessment from the Environmental Protection Bureau; business license from the Administration for Industry and Commerce; and tax registration certificate from the tax authorities.


Individual Application: You must upload your personal ID to the factory bureau to apply for a Notice of Preliminary Name Approval.

2. Environmental Impact Assessment: After filing, proceed to the local Environmental Protection Bureau to complete the environmental impact assessment.


3. Select an EIA agency and sign a contract; fees depend on the investment amount.


4. The environmental agency will conduct on-site assessments. The EIA covers materials, project equipment, auxiliary materials, and monitoring of the surrounding environment (air quality, noise, odor concentration, etc.). Typically, environmental monitoring is conducted four times daily over a period of seven days. The enterprise must also conduct door-to-door surveys of nearby residents and organizations.


5. After retrieving the door-to-door survey forms, the EIA agency will conduct follow-up door-to-door surveys with nearby residents and organizations.


6. Following the survey, the project commences operations, and an application for environmental acceptance is submitted.
